In force: the May 2026 changes
For covered private assured tenancies in England, the changes from 1 May 2026 include the end of new section 21 notices and the move to assured periodic tenancies. Asking rents must be published, and landlords and agents cannot invite or accept bids above them.
The government also sets a new rent-increase process and limits on rent in advance. Check the official guidance for your tenancy and any transitional case.
What is still being phased in?
The wider reforms have a staged rollout. Do not assume the database, ombudsman or every housing-standard measure is already operational. Use the implementation roadmap to check the latest commencement position.
Property-specific: licensing
Local licensing can change independently of national rental rules. Check the council scheme for your exact address before relying on a previous owner’s or neighbouring property’s position.
